The Editor and Game are primarily designed to work closely with Steam Workshop but there are other options as well. The link will explain how you can publish locally, to Steam Workshop and how to subscribing to Content Packs through Steam Workshop.

Non-Steam SharingEdit

Even if you don't use Steam, you can still share your Content Packs with both your non-Steam friends as well as those who use Steam Workshop -- they're just going to need to do some manual steps to put the Content Pack in a place where the Game Engine will see it. The link will tell you all about that and how to create Content Packs for you to e-mail, how to upload your Content Pack to Nexus and also where to place DRM-free Content Packs that you have downloaded.
